The most important thing at a university is education quality. You can define its quality by checking the academical publication numbers of the professors and their impact rates (impact rate is the way to define an article’s quality). Let’s check the graph to understand it better:

To keep in mind, the standard deviation of this statistical data is too high depending on the years. This data includes 2016 and 2017.

  • Aerospace Subject Ranking of Universities

Firstly, you need to be sure that aerospace research budget has an importance in the country you choose. Universities get funds from governments and companies which support or collaborate with them. That is the reason why the country should be ready to spend on aerospace subjects. Have a look at the graph for countries aerospace rankings before checking out the universities:
